The hats of Isabelle : how to
measure your size around the head ? 
Use a soft bind (lace, string, ...). Press gently the bind on your hair. Then measure the length in cm with a ruler.
For
a ceremonial hat or a summer hat : from the middle of the
forehead and by passing just above the ears :

a winter hat : from the middle of the forehead and by passing on
the middle of the ears :
